Dr. Rosemarie C. Russo is internationally recognized as an expert in water quality with 33 years of experience in the area of aquatic toxicology and water quality management.  She is currently the Associate Director for International Affairs of the International Center for Public Health and Environmental Research.  She has a B.S. in Chemistry from the University of Minnesota-Duluth and Ph.D. in Inorganic Chemistry from the University of New Hampshire.  For 21 years she was in the U.S. Senior Executive Service and served as the Director of the U.S. Environmental Protection Agency's (EPA) research laboratory in Athens, Georgia.  Prior to that she was the Associate Director for Research of the EPA research laboratory in Duluth, Minnesota, and Associate Director of Fisheries Bioassay Laboratory in the Department of Chemistry at Montana State University.

She was the Director of the NATO/CCMS Pilot Study Modeling Nutrient Loads and Response in River and Estuary Systems which involved researchers from 19 countries.  She is a principal with the Pilot Study Ecosystem Modeling of Coastal Lagoons for Sustainable Management.  She was the Director of the US-USSR (now Russia) Project on Protection and Management of Water Quality in Lakes and Streams, Co-Project Leader of the US-USSR Project on Effects of Pollutants on Aquatic Organisms and Ecosystems, and Project Leader for the US-Lithuania Project on Prediction of Ecological Impacts of Environmental Pollutants.  She was the Co-Principal Investigator of US-Poland projects on Innovative Microcomputer Applications of Water Quality Models and Water Quality Management for a River System.  She directed several US-China joint research projects on water quality with research institutes and universities in China and is currently on the International Advisory Committee for the Centre for Marine Environmental Research and Innovative Technology (MERIT), a consortium led by the City University of Hong Kong.  She has been and is a consultant (US and abroad) in the areas of aquatic toxicology, ammonia and nitrite pollution, fresh and marine water quality criteria, ecological sustainability, and water quality regulations.
