Dr. Hakan Mat has got his B.S. degree in Industrial Engineering from Faculty of Engineering of Bogaziçi University in Istanbul-Turkey in 1983. He obtained his M.B.A. (1986) and Ph.D. (1992) degrees in Finance also from Bogaziçi University Institute for Graduate Studies in Social Sciences. The subject of his M.B.A. thesis was Optimal Short-term Financing and Investment Decision Under Uncertainty and his Ph.D. thesis was on the Privatization of Water Utilities: The Case in the UK and a Restructuring Model for Istanbul Water and Sewerage Administration. He worked as a research assistant in the Management Department of the Faculty of Economics and Business Administration of Bogaziçi University, Istanbul-Turkey between 1985 and 1989 being responsible for the computer-based activities of the graduate course Management Simulation (Game) as being a member of the Simulation Committee. He also assisted professors and students in the computer application sessions of statistics, marketing research, finance and quantitative management techniques courses in computer-aided model building, research and applications.
Dr. Hakan Mat has 19 years of experience in the environmental sector in dealing with the financial, economical, legal and institutional problems faced by the public and private infrastructure sector, utilities and municipalities. He is specialized in strategy formulation, investment and financial planning, master planning, feasibility and tariff studies, budgeting and control, financial and operational performance measurement and benchmarking, managerial and institutional strengthening, organizational capacity building and training.
Dr. Mat has been involved in numerous domestic and international water supply, wastewater, solid waste management, urban transportation, railways and energy projects funded by IBRD, UNDP, EBRD, EIB, KfW, AFD and the private sector. He has reviewed the financial and organizational systems of many municipalities to develop new financing strategies including BOT and to implement institutional strengthening and capacity building models.
